'Our role is integral to football's future' - newly appointed regulator the regulator's chair
The team's persistent issues are seen as a "serious issue" and the new football authority is aiming to acquire authority to examine team situations in comparable cases, the recently named head the regulator has declared.
Through a comprehensive talk, the chairman, who was appointed on Monday, voiced concern towards Wednesday's fanbase.
Kogan met with four supporters' associations associated with the football team this week.
The football club have been struggling on and off the field in the current year, with the club missing wage payments on multiple instances, including in last month.
"Evidently Wednesday represents a major concern for the league and a major challenge for the sport," Kogan told.
"Wednesday stands as one of the historic institutions for the English game and this week we have met Sheffield Wednesday supporters' groups.
"Our aim is to acquire the ability... which will enable us to take Wednesday and comparable cases referred to us if they need to be investigated and acted upon."
Financial Struggles and Proprietorship Status
The club's controversial proprietor the Thai businessman stated during the off-season he would be open to selling the club at Hillsborough, but he has not been able to secure a deal with prospective buyers.
Missed wage deadlines on time in spring months led to sanctions by the league officials in mid-year, stopping Wednesday from completing any transfers or loans for the following recruitment periods, although the ban was rescinded in August.
Authority's Position
Kogan said: "Our role exists to serve the fans of Sheffield Wednesday, teams facing challenges where people are committed to a local institution that has existed throughout their lifetimes in many cases.
"I have absolute sympathy for the team's plight, as I do for every team that in modern times have encountered failure, or nearly ceased operations, for reasons that have nothing to do with the followers."
When asked if the authority might compel an chairman to relinquish a club if they are judged inappropriate, the chairman responded: "If your question is 'would we intervene in the final instance?', the answer is once we assemble the facts and understand the situation, we will."
But Kogan stressed that requiring chairmen to relinquish clubs would be viewed as the ultimate measure and the authority would rather to work with them.
"The last thing what we want to do is begin intervening in an specific team, an particular chairman, without having the opportunity to collaborate with that owner to try and resolve the issues that the club's facing and the proprietor's dealing with," the regulator explained.
"However, realistically, when you review the record of the sport, over the recent generations there have been particular chairmen, few in number, but particular people who have shown negligence in the approach they have taken toward their organizations and finally decline to assume obligation for the long-term prospects."

'If we get it wrong, extraordinary progress vanishes'
Kogan met with representatives from 110 clubs to detail the scope of the oversight body this week and stated it constituted a "forward-thinking discussion" with a "significant participation" from the National League to the Premier League.
"It's a job that's actually really important, because if errors are made, if the football community fails, the remarkable development accomplished necessary will vanish rapidly," Kogan said.
"And that's what nobody wants in the realm of domestic football is a major achievement - we need to continue the progress.
"Substantial financial resources coming into football and has been channeled for the past two decades, because certainty is lacking it will persist in entering the game, which is one of the reasons why I think we have to take a really clear view on challenges and obviously, of the coming seasons."
Top Flight Apprehensions
Elite division representatives objected to the establishment of an oversight body because of apprehensions regarding adverse consequences on the top-flight's competitiveness, but Kogan said: "I completely endorse the success and growth as an financial organization of the elite league.
"As someone who appreciates the concern of undermining the top flight as an elite competition of this country. But concurrently, if you consult with top flight officials after the recent gathering, they would have had a significant degree of comfort -and, indeed, they have been advising us privately they have a high level of reassurance."
Ideological Links
The regulator remains subject to a "comprehensive investigation" by the official appointments authority after he revealed he contributed money to the opposition group in 2020.
The chairman provided financial support for government minister the politician's campaign, along with that of the current Prime Minister.
"I've been completely open about my past party membership [with Labour], and that political affiliation came to an end the day the official body endorsed my nomination," Kogan said.
"I am no longer involved in any sort of politics."
